For creating a free blog on WordPress it is not necessary to have a Google account as compulsion. You just have to have an Email ID in order to create a blog on wordpress. There are two versions os WordPress i.e, wordpress.org and wordpress.com.

On wordpress.org you must have your own domain bought from domain providers or you can buy one from WordPress also in order to get full control over your blog. Full control means that you can easily access 1000's of themes, plugins and others services. You will be the real owner of your Blog.

On the other side wordpress.com allows users to create free blogs but you can not use variety of themes or plugins. Also wordpress will show ads on your blog. Wordpress will own your blog. As you do not have your own domain, you will have to use your blog with sub domain for example www.abcd1234.wordpress.com (wordpress.com is sub-domain).
